Emergency management or disaster management deals with all humanitarian aspects of emergencies. According to WHO, an emergency is defined as a condition in which normal operations are disrupted and immediate action must be taken to prevent the situation from becoming a disaster. Emergency management includes four phases, namely mitigation, preparedness, response and recovery. These phases place high demands on the organization and management of resources (personnel, technology, materials, finances, information and data) and the regulation of responsibilities.
